摘要: R&D经费投入是科技创新的物质基础。在梳理贵州省R&D经费投入结构和资源配置相关研究的基础上,分析“十二五”以来贵州省R&D经费投入中三大研发活动的结构特征,并运用Cobb-Douglas的效用函数模型测算出最优配置比例为1∶1.04∶4.85。基于此,提出以财政科技资金引导和平衡R&D经费投入、激励企业增加基础研究经费投入等对策建议。

Abstract: R&D investment is the material basis of science and technology innovation. Based on the research on the structure and resource allocation of R&D funding in Guizhou, this paper analyzes the structural characteristics of the three major R&D activities in the R&D funding in the Twelfth Five-Year Period, and uses the Cobb-Douglas utility function model to calculate and obtains the optimal allocation ratio as 1∶1.04∶4.85. Based on this, the paper puts forward suggestions such as guiding and balancing R&D funding investment with financial science and technology funds, stimulating enterprises to increase basic research funding investment.
