摘要: 关于新型研发机构绩效评价测算方法,普遍采用的事先设定标准区间或设定得分系数区间的绩效考核计算方法存在主观性强、科学性不足等缺陷。为提高新型研发机构绩效考核结果的真实性、公平性和公正性,将正态分布概率模型引入到绩效考核工作中,解决原有计算方法难以精确反映各考核指标间、各被考核机构间实际差距的难题,为新型研发机构绩效考核方法开辟新思路提供参考。

Abstract: As for the performance evaluation and measurement method of new R&D institutions, the performance appraisal calculation method of setting the standard interval or setting the score coefficient interval in advance is generally adopted, which has defects such as strong subjectivity and insufficient scientificity. In order to improve the authenticity, fairness and impartiality of the performance appraisal results of the new R&D institutions, this paper introduces the normal distribution probability model into the performance appraisal work, which can solve the problem that the original calculation method is difficult to accurately reflect the actual gap between the assessment indicators and the assessed institutions, and provides reference for opening up new ideas of the performance appraisal methods for new R&D institutions.
