摘要/Abstract

摘要： 结合举国体制的发展演变过程和国内外实践经验,提出采用央地联动模式组织实施关键核心技术攻关的新型举国体制机制。以科技部和广东省央地联动组织实施国家重点研发计划某重点专项为例,分析国家和省级层面央地联动组织管理模式和管理机制。基于广东省专项组织实施的基本情况及取得的成效,为进一步深化和完善央地联动模式,提出拓展联动范围、构建平台载体体系、多方联动等对策建议。

Abstract: Combined with the development and evolution process of the national system and the practical experience at home and abroad, this paper puts forward using the central-local linkage model to organize core and key technologies new national system. Taking a key project of national key R&D program jointly organized by the Ministry of science and technology and Guangdong province as example, the paper analyzes the management mode and mechanism of the central-local linkage organization at the national and provincial levels. Based on the basic situation and results achieved by the special organization and implementation in Guangdong, in order to further deepen and improve the central-local linkage model, the paper proposes countermeasures such as expanding the scope of linkage, building platform carrier system and multi-party linkage.
