摘要： 开展专利申请前评估,有助于提高专利质量和市场价值。为进一步促进高校高价值科技成果的转化应用,在明确高校专利申请前评估工作的目标和参与主体基础上,提出建立基于PDCA循环管理、涵盖评估要点和风险防控的专利申请前评估体系和机制,为高校高质量专利申请和转化奠定理论和实践基础。

Abstract: It is helpful to improve patent quality and market value to carry out pre-application patent evaluation. In order to further promote the transformation and application of high-value scientific and technological achievements of universities, this paper proposes to establish a pre-application patent evaluation system and mechanism based on PDCA circular management, covering assessment points and risk prevention and control, on the basis of clarifying the objectives and participating entities of pre-application patent evaluation in universities, so as to lay the theoretical and practical foundation for high-value patent application and transformation in universities.
