摘要： 随着创新驱动发展战略的深入实施,依托科技招商加快集聚高端科技创新资源已成为地方政府推动高质量发展的重要共识和工作抓手。基于广东科技招商实践,从功能定位、基本属性、资源标的、实践经验、评价导向5个维度构建科技招商与传统招商的对比分析框架,在分析两类招商的区别和联系的基础上,厘清科技招商的内涵与外延,并提炼出科技招商的特征,以期为广东深入推进科技招商工作提供学理支撑。

Abstract: Along with the in-depth implementation of innovation-driven development strategy, relying on science and technology investment to accelerate the accumulation of high-end scientific and technological innovation resources has become an important consensus and work starting point for local governments to promote high-quality development. Based on the practice of science and technology investment promotion in Guangdong, this paper constructs a comparative analysis framework between science and technology investment and traditional investment promotion on the basis of the following 5 dimensions: function orientation, basic property, resource target, practical experience, and evaluation orientation. After analyzing the relation and distinction between the two types of investment, the paper clarifies the connotation and denotation of science and technology investment and extracts the characteristics of science and technology investment, in an attempt to provide theoretical support for Guangdong's science and technology investment.
