Strategy for Innovation and Development of Science and Technology

Abstract: Based on the policies of the creation of ceilings in funding that enable the retention of unused funds applied in various regions and the current status, this paper proposes the creation of ceilings in funding that enable the retention of unused funds based on performance budget management, and clarifies management principles, implementation paths and supporting measures from the perspective of policy implementers, then proposes to build a policy ecological environment for the creation of ceilings in funding that enable the retention of unused funds, implement the reform by classification, construct a performance evaluation index system for scientific research funds by category, and improve the internal management system, strengthen the construction of scientific research integrity, and implement budget supervision.
